Dual citizenship only exceptionally in Spain

If in Spain you make an informal survey among people who have a root from a country other than Spain, you will soon find out that those who have dual citizenship (Spanish and one or more others) have this status due to the exception rules. In principle, Spain does not allow dual citizenship. Unfortunately.
Most often, they were either born in Spain to parents where one of them was Spanish and the other was from another country. Many also come from one of Spain's former "colonies" in South America or Asia. There are agreements with these countries that people from them can apply for a Spanish passport and citizenship, - without having to renounce their citizenship in their first country. France was added to the list of these selected countries a couple of years ago, when Macron and Sánchez signed an agreement allowing dual citizenship for Spaniards living in France, and vice versa for French people living in Spain. There are quite a few of these.
Perhaps Norway and Spain could achieve something similar? Think of all the Norwegians who have holiday homes in Spain? (Or aren't pensioners (the lot of them) not particularly interested in being able to vote in their new homeland?). And my tip is that quite a few Spaniards will invest in houses or holiday homes in Norway in the future. The so-called climate-refugees, families who want to get away from the increasingly frequent heat waves in the Spanish summer.
Norway allows dual citizenship. You can apply for and obtain Norwegian citizenship without having to renounce your original citizenship. In Spain, this is not the case in principle. And then it doesn't help that it is allowed in Norway. If you apply for Spanish citizenship and get it, you must declare your original citizenship. This is a sad case in an otherwise quite OK country. Quite a few of us have lived in Spain for a very long time, and have paid our financial contributions through taxes and fees for many years, but we can e.g. not vote in elections other than the local elections.
